Rules Worth Knowing Before You Hire

California plumbing laws touch three moments in a typical repair: who is allowed to do the work, whether the Town must approve it, and how the finished installation has to be built. Knowing the outline helps you ask better questions of any contractor, including us.

California plumber licensing requirements

The CSLB issues the C-36 Plumbing Contractor classification. Its scope covers waste removal, gas and liquid piping, gas appliance connections, water heating equipment and safety devices such as earthquake valves and backflow preventers.

License verification takes minutes

Go to cslb.ca.gov and use Check a License. You can search by license number, business name or personnel name, and results include complaint disclosure. The CSLB phone line is (800) 321-2752.

Small jobs and the $1,000 line

Since January 1, 2025, CSLB says unlicensed work is limited to projects under $1,000 that need no building permit and no hired workers. Anything beyond that calls for a licensed contractor.

The plumbing code itself

The 2025 California Plumbing Code, Part 5 of Title 24, takes effect January 1, 2026. Installers and inspectors work from it, not from personal preference.

Earthquake rules for water heaters

State law requires residential water heaters to be braced, anchored or strapped against falling or sliding during a quake. Details follow in the FAQ.

Homeowner Protection in a Plumbing Contract

CSLB publishes guidance on home improvement contracts. These points come from its consumer materials, so read the full documents at cslb.ca.gov before signing anything.

Get the terms in writing

CSLB says contracts should list the contractor's license number, address and phone number, plus a clear description of the work.

Payments follow the work

Progress payments cannot exceed the value of the work performed, and the contract should spell out what each payment covers.

Limits on the deposit

State rules cap how large a down payment may be. Ask the contractor to point to it in the contract.

A window to cancel

For contracts negotiated away from the contractor's place of business, buyers generally get three business days to cancel. CSLB notes this does not apply to emergency repairs once work begins.

Registered salespeople only

A salesperson cannot sign a home improvement contract unless registered with CSLB as a home improvement salesperson.

Questions About Permits, Licenses and Bracing

Does replacing a water heater need a permit in Los Gatos?

The Town says a permit is needed to replace a water heater in the same location and of the same type. Changing the type or moving it requires a standard building permit instead. Applications go through the Town's online portal; the counter does not take paper ones.

What does California require for water heater bracing?

Health and Safety Code section 19211 requires new and replacement water heaters, and existing residential ones, to be braced, anchored or strapped to resist falling or horizontal movement in an earthquake. It covers standard units up to 120 gallons for which a pre-engineered strapping kit exists.

Who is responsible for the bracing?

The statute places responsibility on the property owner, and sellers must certify to buyers in writing that the requirement has been met. Ask your contractor to confirm the strapping when a heater is installed.

The office is at 110 E. Main St., and the phone is (408) 354-6876. The Town lists phone hours of 7:30 a.m. to 4:00 p.m. on weekdays and inspection hours of 8:00 a.m. to 3:00 p.m. Verify current hours on losgatosca.gov.
